UK PACT’s strategic contributions to COP30

UK PACT is supporting Brazil’s leadership at COP30 by delivering strategic technical assistance projects focused on climate action. From digital platforms that enhance inclusive governance to science-based diplomacy and forest preservation initiatives, UK PACT is helping Brazil shape an inclusive and low-carbon future. Through partnerships with key ministries, the programme is unlocking finance, promoting innovation, and generating policy inputs that will be showcased at COP30. 

UK PACT is actively working to overcome barriers and unlock transformative opportunities with its extensive and high impact projects. For example, A project that's been implemented in Brazil is supporting its Emissions Trading System (SBCE) and leadership in voluntary carbon credits. 

In addition, the portfolio has projects integrating REDD+, reforestation, and land management into high-integrity systems, which can help Brazil drive decarbonisation and attract climate finance. Its vast natural assets support innovation in bioeconomy and nature-based solutions, while restoration and sustainable agriculture draw international partnerships.

As COP30 host and G20/BRICS leader, Brazil holds geopolitical leverage to shape global climate policy. Its competitive renewable energy sector—spanning wind, solar, and hydro—also offers immense potential for clean energy expansion. Besides, the growing demand for environmental finance and technology positions Brazil to lead in climate-smart products and green investment. 1. Driving Agenda Setting and Inclusive Climate Governance:
UK PACT is working with the Ministry of Foreign Affairs, through UNDP, to strengthen Brazil’s COP30 presidency. This includes the development of digital platforms such as:

  • Uirapuru (Smart Agenda): Streamlining Brazil’s climate agenda
  • Maloca (Virtual Events): Enabling inclusive dialogue and participation
  • Macaozinho (Chatbot): Democratizing access to COP information 

These tools, alongside logistical and technical support for negotiation teams and international missions, are designed to ensure Brazil’s leadership is coordinated, inclusive, and impactful. 

2. Science-based diplomacy and policy influence:
In collaboration with the Ministry of Environment, UK PACT has deployed climate scientist Dr. Thelma Krug to provide technical insights to the ASCOP30 team. Her work strengthens Brazil’s NDC assessments and supports evidence-based advocacy for more ambitious global climate action. 

3. Tackling emissions from land-use and deforestation:
Recognising that land-use and deforestation are among Brazil’s largest sources of emissions, UK PACT is delivering practical solutions to make standing forests economically viable:

  • Supporting forest concessions, restoration of degraded lands, and territorial demarcation
  • Developing financial instruments that reward conservation and unlock value for the sociobioeconomy
  • Advancing the Tropical Forests Forever Facility (TFFF), a multilateral fund to incentivize forest preservation
  • Promoting indigenous leadership in conservation strategies
Deploying technological solutions for deforestation monitoring, evaluation, and product traceability to enhance transparency and credibility. These interventions not only reduce emissions but also create pathways for inclusive, nature-positive development. 

4. Energy: Decarbonising the Industry and Energy Innovation:
In parallel, UK PACT is working with ministries and public banks to address barriers to financing industrial decarbonisation, particularly in hard-to-abate sectors like steel and cement. Our support includes: 
  • Identifying de-risking instruments to unlock private and public finance
  • Promoting energy efficiency and low-carbon technologies such as green hydrogen
  • Strengthening institutional capacity to design and implement policies that accelerate the energy transition

5. Policy Inputs and COP30 Deliverables: UK PACT funded projects are generating policy frameworks and conference-ready deliverables that will be showcased at COP30. These contributions span. 

  • Sustainable finance
  • Low-carbon development
  • Climate adaptation and resilience
  • Public policy inputs at national and state levels 
Together, these efforts reflect UK PACT’s legacy mission: enabling Brazil’s transition to a low-emission economy, advancing its 2030 NDC targets, and laying the foundation for net-zero by 2050. By mobilising finance, embedding equity, and delivering tangible solutions, UK PACT is helping Brazil lead the way toward a just, inclusive, and implementation-ready climate future.
