Call for Proposals open: Climate policy and governance in Brazil

We are pleased to announce that today the UK PACT (Partnering for Accelerated Climate Transitions) programme has launched a new funding opportunity for climate policy and governance in Brazil.    

Brazil-UK PACT is inviting eligible organisations to submit proposals for innovative projects that support Brazil's just transition ambitions. The deadline for applications is 15 December 2025, 14:00 (GMT-3) / 17:00 (GMT+1).  

What are we looking for?

We are looking to fund one initiative that strengthens federative climate governance and enhance the implementation of Brazil’s Climate Plan. The initiative should contribute to the strategic alignment of the Climate Plan’s priorities (implementation of NDC commitments) with the climate-related plans, programmes, and instruments of sub-national governments, including states, the Federal District, metropolitan regions and municipalities.

The upcoming Call for Proposals will prioritise proposals that:  

  • Build the capacity of public managers and key stakeholders to lead climate action. 
  • Foster collaboration and dialogue across sub-national governments, including states, metropolitan regions and municipalities.
  • Align national climate goals with sub-national plans, programs, and implementation tools. 
  • Define clear indicators and measurable targets to track progress effectively..  

The Terms of Reference (ToR) details all the project’s expected deliverables. By supporting strategic coordination and institutional alignment, UK PACT aims to provide support so that Brazil’s Climate Plan is implemented in a coherent, inclusive, and results-driven way. 

Who can apply?

We invite all eligible organisations, especially those with relevant experience delivering projects related to federative climate governance and capacity strengthening for climate action at subnational levels. This could be both local or international NGOs, think-tanks, consultancies, academic institutions, professional associations, or any organisations that have the knowledge, skills and experience to deliver the expected project. Private sector entities and UN agencies are welcomed, and consortiums of two or more organizations are also encouraged to participate. Each organization is permitted to submit only one proposal, and the designated lead organization must hold a valid Brazilian registration (CNPJ). Brazil and the UK’s mutual recognition of the need to show leadership in combating climate change whilst promoting social development, jobs and economic growth, represents an opportunity to develop broader and deeper bilateral relations. The Brazil-UK PACT Country Fund aims to build on existing climate programming by exploring new areas where Brazil and the UK can collaborate on reducing emissions and promoting low-carbon development, including support for the implementation of Brazil’s Nationally Determined Contribution (NDC).
