Comprehensive strategic plan for hydrogen in Brazil

Globally, the transition to a low-emissions economy is accelerating, with hydrogen emerging as a key energy carrier and fuel for decarbonising heavy industries, transportation, and energy storage. Countries and regions such as the European Union, Japan, and China have been investing heavily in hydrogen technologies, setting ambitious targets and establishing regulatory frameworks to scale up production and demand. As international markets move toward hydrogen certification and trade agreements, countries that position themselves with clear policies, infrastructure, and industry engagement will gain a competitive advantage.

Brazil has natural advantages as a strong contender in the global hydrogen economy, including abundant renewable energy resources, a solid industrial base, and existing expertise in biofuels and energy innovation. To attain the position of a major player in the hydrogen economy, some challenges have to be overcome, such as developing a comprehensive hydrogen regulatory framework, a framework for the development of hydrogen hubs, harmonised certification schemes, building up capacity and ensuring investment alignment.
 
Brazil has the potential to become a key player in the global low-emission hydrogen market, leveraging its abundant renewable energy resources, strong industrial base, and growing commitment to clean energy solutions. The country is in the process of establishing a regulatory foundation to support the development of a structured hydrogen economy. To achieve this, technical expertise and research are essential in providing valuable insights for decision-making and maximising Brazil’s natural advantages. Additionally, targeted technical support can help address key challenges that may hinder market growth.
 
This project aims to contribute by developing a structured approach to hydrogen deployment, focusing on the deployment of hubs, policy recommendations, certification frameworks, capacity building, and stakeholder engagement. Through the mapping of Brazil’s hydrogen research, innovation, and industrial capabilities, the project will equip decision-makers with critical knowledge to guide policy and investment, ensuring a coordinated and sustainable expansion of the hydrogen economy.
