Accelerating and scaling the just and efficient energy transition in Mexico

This project supports Mexico’s Secretariat of Energy (SENER) in advancing a just and efficient energy transition by designing and operationalising the National Energy Efficiency Component under the Energy Transition and Sustainable Use of Energy Plan (PLATEASE). It strengthens institutional and financial frameworks to accelerate the implementation of energy efficiency measures and the adoption of renewable energy across priority sectors such as buildings, transport, agriculture, and livestock.


Through an inclusive and evidence-based process, the project enhances coordination within SENER and promotes data-driven planning and policy continuity. It also assesses and improves the governance of national energy trust funds to increase transparency, align investment criteria with Mexico’s Sustainable Taxonomy, and catalyse new financial flows for sustainable energy initiatives.

Designed to contribute directly to Mexico’s NDC 3.0, the National Development Plan (2025–2030), and President Sheinbaum’s Energy Reform, this initiative exemplifies UK PACT’s goal of fostering systemic, inclusive, and transformational climate action.
