Project background:
This project has engaged the energy efficiency market in Indonesia, bringing together suppliers, end-users, and financiers to develop a walkthrough audit regarding guaranteed scheme for energy efficiency projects. In parallel, to support the development of the wider energy efficiency (EE) guarantee ecosystem the project will also develop case studies to increase the visibility of high-quality EE projects to financiers in Indonesia.
Project summary:
As part of the project's capacity-building efforts, a series of workshops and breakout discussions were held to explore the distinctions between guarantee and insurance mechanisms, and to assess the potential application of guaranteed instruments for energy efficiency (EE) project financing in Indonesia. Drawing on lessons learned from international experiences; participants engaged in in-depth discussions on how such mechanisms could be adapted to the local context.
Further dialogue focused on the feasibility of implementing Energy Service Company (ESCO) models for LED lamp projects, particularly through potential collaboration with the ADLIGHT initiative supported by UNDP. These sessions aimed to broaden understanding of innovative financing structures and project development approaches within the energy efficiency landscape.
Project outcomes:
A dedicated report was produced to support the Directorate General of New, Renewable Energy and Energy Conservation (EBTKE) in identifying opportunities and barriers to securing a suitable pilot project site. The report also assessed the viability of introducing an EE guarantee mechanism within the UK PACT project timeline, while highlighting broader market gaps and policy considerations that could be addressed to accelerate implementation.
UK PACT (Partnering for Accelerated Climate Transitions) is a unique capacity-building programme. Jointly governed and funded by the UK Government’s Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ) through the UK's International Climate Finance, it works in partnership with countries with high emissions reduction potential to support them to implement and increase their ambitions for tackling climate change.
