Call for Proposals: Colombia-UK PACT 2021 funding

The third Colombia-UK PACT call for proposals under the themes improved sustainable urban planning and bioeconomy is now open for applications

Colombia has demonstrated regional leadership in tackling climate change and encouraging sustainable growth. This shared vision has resulted in a history of successful and mutually-beneficial collaboration, cemented through the ‘UK-Colombia Partnership for Sustainable Growth’. This Partnership demonstrates the UK government’s desire to work closely with Colombian counterparts on accelerating domestic action on climate change and raising global climate ambition. This commitment to long-term support has positioned the UK as a key ally, with the Colombian government naming 2021 as the ‘year of UK and Colombia’.

What are we looking for?

Under this window, three (3) new grants of maximum GBP £500,000 per grant per year for up to 3 years (36 months) will be awarded to fund technical assistance projects that build capacity in strategic sectors and priorities identified. Projects will undergo strict budget review processes annually and proposals will be closely assessed on value for money.

Colombia-UK PACT has engaged extensively with counterparts within the Government of Colombia. The programme is now allocating funding to address priorities identified with Colombian government counterparts across the following sectors: i) Improved sustainable urban planning (including support to the Biodiverciudades programme and electric and low emission transportation) and ii) Bioeconomy. These are outlined in the Terms of Reference (see 'How to apply'). 

Application specifications

How much should each project cost? 

Projects should cost no more than £500,000 per year. 

What type of activity are we looking to fund?

We want to receive applications for capacity-building projects that will deliver one or more of the following outputs:

  • training of key decision makers
  • recommendations for action to tackle climate change or reduce emissions
  • creation of new communications products and dissemination of knowledge products
  • the establishment or strengthening of partnerships or networks between key stakeholders

How long can each project be? 

Up to 3 years. 

Can a consortium apply? 

Yes, we welcome applications from consortia. All consortia must include a Colombian organisation.

What type of organisations can apply? 

We welcome applications from a variety of organisations including think tanks, consultancies, academic institutions, community organisations, NGOs, professional associations or any similar organisations that have the knowledge, skills and experience to deliver an eligible project. 

Government agencies and/ or departments are not eligible to apply either as a lead organisation, or as a partner organisation within a consortium.

What type of costs are eligible?

All projects must be delivered on a not-for-profit basis. Eligible costs will include:

  • Consultancy and/or staff time required to deliver activities
  • Reasonable travel and subsistence costs
  • Other costs directly related to activities and outputs (workshops, seminars, production of reports, translation etc.)

We cannot award funding for tangible assets i.e. renewable energy infrastructure.

How to apply

The application process is structured as a two-stage process. The first stage is pre-qualification, which will assess your operational and technical capacity to implement the type of projects requested, based on your experience implementing similar projects and assignments. Applicants shortlisted following this stage will be invited to submit a full proposal. 

The deadline to submit the pre-qualification template for this call for proposals has now passed.
