This project supports Brazil’s energy conservation and climate goals by strengthening policy implementation and institutional capacity. Its primary goal is to assess and enhance the effectiveness of key energy efficiency programs by identifying their barriers, opportunities, and actionable strategies for long-term sustainability. It also aims to improve energy efficiency in Brazil through targeted evaluations, capacity-building initiatives, and strategic stakeholder engagement at multiple governance levels.
The project started with a comprehensive gap analysis to pinpoint the main challenges and opportunities within Brazil’s industrial energy efficiency landscape. This is followed by an evaluation of Law 10,295/2001 (National Policy for Conservation and Rational Use of Energy) and Procel (National Electric Energy Conservation Program), with focus on the industrial sector. The evaluations involve in-depth data collection and analysis, examining the implementation of these programmes, their outcomes, and areas for improvement.
The findings will serve as the foundation for diagnostic reports and evidence-based policy recommendations, ultimately strengthening energy efficiency policies within the industrial sector. Stakeholder engagement is a core project component, integrating capacity-building activities, qualitative focus group discussions, workshops, a roundtable, and a high-level seminar. These initiatives foster collaboration among diverse stakeholders, blending theoretical knowledge with practical applications, facilitating inclusive decision-making, and strengthening partnerships for long-term impact.
