This project aims to transform Thoothukudi’s urban planning and mobility systems by integrating climate resilience, data-driven planning, and inclusive development. As a strategically located port city, Thoothukudi is positioned to serve as a replicable model for low-carbon, climate-smart growth in Tier-2 Indian cities. The initiative supports India’s Net Zero 2070 vision and UK PACT’s objectives by embedding climate considerations into city planning, overcoming institutional barriers, and enabling access to climate finance.
The project follows a three-pronged approach:
Key Interventions:
UK PACT (Partnering for Accelerated Climate Transitions) is a unique capacity-building programme. Jointly governed and funded by the UK Government’s Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ) through the UK's International Climate Finance, it works in partnership with countries with high emissions reduction potential to support them to implement and increase their ambitions for tackling climate change.
