PACT-Digi-PULSE - Partnering for advancing carbon-neutral transitions using digital-twin based planning for urban living and sustainable environment

Project background:

This project aims to transform Thoothukudi’s urban planning and mobility systems by integrating climate resilience, data-driven planning, and inclusive development. As a strategically located port city, Thoothukudi is positioned to serve as a replicable model for low-carbon, climate-smart growth in Tier-2 Indian cities. The initiative supports India’s Net Zero 2070 vision and UK PACT’s objectives by embedding climate considerations into city planning, overcoming institutional barriers, and enabling access to climate finance.

Project summary:

The project follows a three-pronged approach:

  • Assess and Align: Conduct a comprehensive review of urban mobility plans, engage stakeholders, and identify opportunities to embed climate and GEDSI (Gender Equality, Disability, and Social Inclusion) principles
  • Implement and Demonstrate: Integrate data-led, climate-responsive strategies into planning frameworks and pilot sustainable mobility solutions such as public transport, NMT, and e-mobility
  • Scale and Sustain: Strengthen institutional capacity, mobilize climate finance, and ensure long-term sustainability through state-level engagement and knowledge sharing

Key Interventions:

  • Development of a passenger and goods mobility strategy aligned with GEDSI (Gender Equality, Disability, and Social Inclusion) principles
  • Creation of a GEDSI-aligned roadmap for clean mobility, based on consultations and data analysis, with piloting of innovative models in collaboration with Thoothukudi Municipal Corporation (MC)
  • Recommendations on city budget allocation and exploration of avenues to access climate finance
  • Capacity enhancement of the Thoothukudi MC and dissemination of learnings across the state
Our expected outcomes from the project:
  • Climate and GEDSI-integrated “Movement of People & Goods” baselining, adequacy, needs, and readiness report
  • Climate and GEDSI-focused mobility strategy and policy prioritization report
  • Recommendations for climate-aligned tagging in Thoothukudi MC’s operations and budget, and identification of relevant climate finance sources
  • Technical studies and proposals for pilot projects to improve public transport, NMT (Non-Motorised Transport), and e-mobility with a GEDSI lens
  • Scaled-up impact at the state level through policy development and structured capacity-building programs for city and state officials
