Project background:
The project provided support to the Metropolitan Jakarta Government to improve low-carbon transport mode share across the metropolitan area and scale up the approaches at the national level.
Project summary:
This project has provided strategic, demand-driven policy advice and capacity building in key areas of urban transport policy, including low-emission zone (LEZ) planning, electronic road pricing, parking management, and the integration and electrification of public transport. These efforts have directly contributed to the development of innovative outcomes such as an alternative green financing scheme, the Bogor Non-Motorised Transport (NMT) Roadmap, and the National Guideline on Low Emission Zones.
An emphasis was placed on research, collaboration, and stakeholder engagement. Workshops with universities and the Ministry of Transport fostered dialogue on emerging best practices, while in-depth studies were conducted on fare integration in Jakarta—highlighting global benchmarks and inclusive approaches. The project also produced analyses on institutional arrangements for integrated public transport, the electrification of public transport in Jabodetabek, and the legal frameworks needed to support low-carbon transport financing.
Project outcomes:
On-the-ground improvements were supported through practical design and implementation guidance. This included the Jakarta Parking Reform Guideline, the LEZ implementation evaluation in Kota Tua with targeted recommendations for impact enhancement, and the submission of the Jakarta LEZ Roadmap. In terms of infrastructure, concept designs for the inclusive Lebak Bulus Station and the Dukuh Atas Transit Plaza were developed and submitted. Additionally, the project delivered a roadmap for improving pedestrian and cyclist infrastructure in Bogor and produced a guideline for physical integration of public transport across Metropolitan Jakarta, ensuring the vision of seamless, sustainable urban mobility is grounded in both policy and practice.
