Project background:
This project focuses on improving the energy efficiency of public buildings. It aims to support the Government of Indonesia to reduce GHG emissions in the building-management sector through the implementation of energy efficiency technologies. The project consists of three workstreams: strengthening energy efficiency expertise in Indonesia through the training and certification of energy efficiency professionals such as energy managers and auditors; developing, replicating and expanding energy efficiency pilot projects, with a focus on provincial government; and policy development, communications, and collaboration between policy makers and other stakeholders for long-term improvement of energy efficiency policy in Indonesia.
Project summary:
This project has supported the Ministry of Energy and Mineral Resources (MEMR) in enhancing energy efficiency and climate action within Indonesia’s building sector. Key activities include training on the implementation of energy management systems based on ISO 50005:2021, as well as best practices in energy efficiency. Capacity building also extends to competency assessor certification, Training of Trainers on climate change for energy managers and auditors, and specialised sessions on the measurement and verification of energy savings, developed in line with both national (SKKNI) and international standards (IPMVP and ISO 50015:2014).
In parallel, the project facilitates the development of key regulatory instruments. These include support for the establishment of a national Energy Use Intensity (EUI) framework for buildings—part of the implementing regulation of Government Regulation No. 33/2023 on Energy Conservation—and the drafting of a new ministerial regulation on energy conservation implementation.
Project outcomes:
Notably, the project contributed to the inclusion of a new professional role, the Energy Saving Superintendent, within the updated energy conservation regulations.
To further institutionalise progress, the project supported the development and launch of two national guidebooks: one on implementing energy management systems based on ISO 50005:2021, and another on energy efficiency practices in the building sector.
Additionally, a web-based greenhouse gas (GHG) monitoring application has been developed, offering transparent, real-time insights into mitigation efforts and sectoral contributions—marking a significant step forward in climate accountability and data-driven decision-making.
UK PACT (Partnering for Accelerated Climate Transitions) is a unique capacity-building programme. Jointly governed and funded by the UK Government’s Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ) through the UK's International Climate Finance, it works in partnership with countries with high emissions reduction potential to support them to implement and increase their ambitions for tackling climate change.
