We invite all organisations with relevant experience in delivering technical assistance and capacity-building projects in the renewable energy (notably electricity generation and green hydrogen) and green finance sectors to register. This could be consultancies, construction and engineering firms, academic institutions, community organisations, NGOs, professional associations or any similar organisations that have the knowledge, skills and experience to deliver an eligible project.
Organisations are encouraged to consider forming consortia with other eligible applicants in the development of their submissions. Private sector organisations are welcome as part of a consortium led by a not-for-profit.
Through consultation with key ministries of the Government of South Africa, we have identified three priority areas for funding:
1. Thematic Area 1: Municipal energy generation – technical assistance to enable and promote renewable energy generation, energy sector and electricity pricing reform at local government level.
2. Thematic Area 2: Green hydrogen – technical assistance to support green hydrogen initiatives and the implementation of the South Africa ‘Green Hydrogen Commercialisation Strategy’.
3. Thematic Area 3: Broader support for Just Energy Transition – technical assistance to facilitate the implementation of Just Energy Transition on areas that do not fall under the previous two categories; e.g. green finance, climate policy, skills.
Projects will be selected through a one-stage open and competitive call. Successful projects will receive funding of up to £500,000 per year. It is anticipated that projects will run for 12-24 months. Projects longer than this – e.g. with a 36 month duration – may be funded where there are clear justifications for impact and Value for Money.
UK PACT (Partnering for Accelerated Climate Transitions) is a unique capacity-building programme. Jointly governed and funded by the UK Government’s Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ) through the UK's International Climate Finance, it works in partnership with countries with high emissions reduction potential to support them to implement and increase their ambitions for tackling climate change.
