Colombia is planning to reactivate the railway sector to make Colombia’s transport system more competitive, sustainable, resilient and equitable.

Seeking to address decades of under-investment in the rail sector, and to embed international best practice at the heart of its redesign, this skill-share was designed to support the Departamento Nacional de Planeación (DNP) in planning and designing a Railway Master Plan regulatory framework that will consider gender and inclusion, and incentivise the adoption of low emission technologies.

The experts from Steer Group reviewed and analysed local plans and policies that currently underpin the development of gender, inclusion, and energy transition in the railway sector. As a result, the limitations, and advances of these themes within the Colombian context were recognised, thus providing a basis to identify the relevant UK experiences and knowledge to be shared. An executive document was developed that consolidated the frameworks, recommendations, and the best references of international experiences, to include gender mainstreaming and inclusion in the planning and implementation of the railway sector, and the path to an efficient energy transition.

Finally, the development of the work carried out was shared via a session and 1:1 meeting at the XIX National Infrastructure Congress of Colombia. The event was attended by representatives of different government entities and other relevant actors.

     Key facts

  • The current Colombian railway regulatory framework is around a hundred years old and there is therefore a need to update the strategies and tools to reactivate the sector.
  • Six working sessions were held with DNP, focussing on the following topics:
    • Session 1: Mainstreaming for gender equity and inclusion in the railway sector.
    • Session 2: Gender Inclusive Labour Inclusion in the Rail Sector.
    • Session 3: Gender perspective in the use of public rail transport systems.
    • Session 4: Emissions in the rail sector and requirements for building a baseline.
    • Session 5: Energy options and technology transition in the rail sector.
    • Session 6: Financing, public policies, and projects for the energy transition in the rail sector.
  • A further topic of this skill-share was delivered by Crossrail International, who provided UK best practice examples of national-regional articulation through a variety of workshops, including a 3-hour workshop led by and with senior stakeholders from Department for Transport and HS2 Ltd.

Key achievements

  • DNP and other institutions now have access to tools, recommendations and route maps that can be incorporated in public policy, pilot projects, or further developments on both topics covered by the skill share.
  • The dissemination of the recommendations resulting from the skill-share at the CCI Colombian Infrastructure Congress allowed the work carried out to be extended to other key actors in the sector, mainly government entities like ANI, FDN, INVIAS, World Bank, IADB, Transport Ministry and others. There is high interest by these stakeholders to take forward some of the recommendations.
  • The skill-share supported and further developed relationships: the UK’s expertise and lessons learned were shared with Colombia, helping to support new relationships between governments and facilitating conversations within DNP to advance climate and gender objectives.
