This skill-share was set up to support the Colombian National Planning Department (Departamento Nacional de Planeación (DNP)) and the Urban Development Division (DDU) to measure GHG emissions related to municipal solid waste more accurately, as well as emissions due to recycling.

Through the delivery of a range of capacity building workshops, this skill-share strengthened and equipped the DNP, the Ministry of Housing, City and Territory (MVCT), the National Administrative Statistic Department (DANE), and the Superintendence of Commerce with new knowledge related to GHG emissions' from waste disposal, as well as from the practical tools used to estimate emissions from this sector. The institutions gained knowledge that will support better data analysis and decision making on waste management.

    • Methodologies to estimate GHG reductions, incl. the Clean Development Mechanism (CDM) under the UNFCCC

Key achievements

  • This skill-share successfully enabled the DDU team to become familiar with the two most used methodologies to estimate methane emissions from waste due to disposal in landfill, as part of the IPCC 2006 Guidelines and in the GPC protocol, respectively
  • Two mitigation tools were developed and are now available to estimate the impact on the GHG emissions of alternative measures to sending waste to landfill, such as composting and recycling
  • The tools can be shared with other ministries and municipalities in Colombia that will look at implementing policies to mitigate the effects of climate change
  • Cooperation amongst other ministries and departments has been strengthened thanks to the activities undertaken as part of this skill-share. This included the Ministry of Housing, the National Administrative Department of Statistics and the Superintendence of Commerce
