Supporting the Metropolitan Area of the Aburrá Valley (AMVA) to develop a Metropolitan Public Policy for Sustainable Mobility

This skill-share was set up to support the local government of the Metropolitan Area of the Aburrá Valley (AMVA) to address challenges in mobility and pollution levels through the drafting of a new Metropolitan Public Policy for Sustainable Mobility.  

Through the delivery of targeted capacity building workshops, this skill-share strengthened the AMVA team’s knowledge of sustainable mobility and guided their policy formulation process. As a result of this skill-share, both technical and support teams at AMVA acquired new knowledge through the recommendations produced on sustainable mobility and electric vehicles. The local government partner gained technical know-how on a variety of priority topics such as electric public bicycle systems, vehicle fleet renewal and disposal of waste generated by electric mobility (batteries) among others, which will directly support the drafting of a new policy for sustainable mobility.

Activities included:

  • A one-week in-country field trip to Medellin was carried out to see and understand the topographical, economic, cultural and infrastructure of the Metropolitan Area of the Aburrá Valley. This formed the basis of a series of subsequent co-working sessions, and the development of a guide document for the promotion and elaboration of the AMVA's new electric mobility policy
  • A series of webinars were delivered to increase the AMVA’s technical capacity to formulate a new public policy by learning about good practices to enhance sustainable mobility solutions for the local context. Sessions covered: electric public bicycle systems - operation, maintenance and business models; appropriation of spaces for active mobility; vehicle fleet renewal; final disposal of waste generated by electric mobility (batteries); and information for the development of e-mobility policies

Throughout the skill-share, Gender Equality and Social Inclusion (GESI) considerations were incorporated into trainings and reference material and an effort was made to build on the region's successes in addressing mobility inequality.

  • The Metropolitan Area of the Aburrá Valley (AMVA)is located in a densely populated valley region of 4,055,296 inhabitants covering ten municipalities
  • Throughout the Metropolitan Area of the Aburrá valley, air quality is constantly monitored in order to protect the health of the inhabitants by determining the level of existing pollutants. The area’s topography, population density, and the increase in the number of vehicles, climatic and meteorological conditions, hinder the dispersion of pollutants, and favour air pollution
  • Sustainable mobility solutions, such as those AMVA is looking to implement, help to tackle a number of problems, such as greenhouse gas emissions, vehicular congestion, noise pollution, poor air quality and its effect on the health of citizens 
  • Transport accounts for 12% of Colombia’s greenhouse gas emissions and 35% of emissions from energy, given that 96% of transport energy currently comes from fossil fuels

  • The capacity building workshops delivered on this skill-share successfully enhanced the AMVA’s ability to formulate their sustainable mobility policy and provided targeted support on a number of key topics such as electric transportation options, waste management and transformation of technologies 
  • The AMVA team received specific recommendations that would feed into the development of their new Metropolitan Public Policy for Sustainable Mobility 
  • The longer-term outcomes expected from this skill-share will positively contribute to AMVA’s goal of becoming a zero emissions territory by supporting a reduction in emissions from transportation in the Metropolitan Area of the Aburrá Valley through adoption of sustainable mobility policies
