Project country: Colombia

Sector: Energy
Expert Partner: Ricardo and E Co.

Building on ambitious efforts to join the Energy Transition, energy sector leaders in Colombia aim to harness the potential of hydrogen resources in the country through development of their technical capacity and enhancing of their knowledge of the hydrogen sector.

This skill-share aimed to identify and target gaps in knowledge and technical capacity within the hydrogen energy sector in Colombia. It also provided capacity building on topics which highlight how renewable energy, such as hydrogen, may offer an alternative solution to local energy challenges.

Two experts from the organisations E Co. and Ricardo were brought on board to design and deliver a hydrogen deep-dive workshop series for staff from public utilities companies Ecopetrol, Empresas Publica de Medellin (EPM) and Grupo de Energia de Bogota (GEB). The series of 7 workshops covered: hydrogen production, hydrogen and derivatives export market, transport sector, power/industry sector, hydrogen policy and regulatory framework, hydrogen finance and business models, the Colombia GH2 case study.

Planned activities took place virtually over three months and were facilitated by 2 hourly bi-weekly workshops. The final session's theme was determined by participants' priorities and interest areas following the 6 delivered workshops. Participants consisted of staff and leadership from the three counterpart organisations.

Feedback received from the in-country British Embassy team coordinating the workshops highlighted that “The skill-share was very informative and provided a comprehensive overview of the properties and applications of hydrogen. The experts' patience and flexibility to adapt and overcome the different changes and challenges we faced helped tremendously”.

GESI: The expert team sought to include relevant GESI related content in their presentations and referenced the UK PACT GESI Framework. This topic was well aligned with Colombia Hydrogen Strategy which emphasised GESI and the Just Transition. Experts felt this topic was well received by stakeholders from counterpart organisations.

     Key facts

——
  • Colombia is emerging as a country with great potential in the green hydrogen market due to its natural resources and its geographical location.
  • The country’s energy landscape is experiencing challenges such as the high vulnerability of the sector to hydro-meteorological phenomena, the effects of climate change, and the persistent gap in energy access.
  • The Colombian Government has set ambitious national goals on Hydrogen for 2030, in both production and demand.
  • Implementation of public policies aimed at increasing investment in renewables has resulted in close to 2800 MW of installed capacity in variable renewable energies, mainly wind and solar.

Key achievements

——
  • Experts delivered capacity building workshops to key stakeholders in the energy sector on topics: hydrogen production, hydrogen and derivatives export market, transport sector, power/industry Sector, hydrogen policy and regulatory framework, hydrogen finance and business models
  • Counterparts (Ecopetrol, EPM and GEB) stakeholders' skills were enhanced on themes such as the economic and technical aspects of green hydrogen production, distribution/transport, use and export.
  • Building on the knowledge gained from this skill-share, the counterparts' organisational capacity to implement green hydrogen projects and contribute to the national government’s goals for hydrogen production has been strengthened.
