The Ministry of Environment, Spatial Planning and Infrastructure (MESPI) identified a need for technical and legal support to aid the successful implementation of the Kosovo Climate Change agenda. As part of this, MESPI sought technical expertise on greenhouse gas (GHG) emission accounting, with a focus on emissions from the agricultural sector. This will assist ongoing efforts to update the national GHG inventory that will lead to Kosovo unilaterally approving their Nationally Determined Contributions. 

The goal of the skill-share was to identify data gaps and potential improvements to advance the GHG inventories of Kosovo's agriculturale sector. Experts engaged with MESPI and representatives from the Kosovo Environmental Protection Agency (KEPA) to provide technical guidance and capacity building workshops, ensuring that the improved approach for estimating GHG emissions was understood and could be updated by the national team. Also, skill-share suggested measures that could be implemented for GHG mitigation in the agricultural sector.

Key Actions:

  • Experts analysed Kosovo’s current GHG inventory and updated agriculture inventory to highlight potential gaps in data collection and data quality assurance
  • To support policymaking, experts worked with MESPI to develop their capacity for GHG inventory monitoring, reporting and verification (MRV) in the agricultural sector
  • Experts worked with MESPI to consolidate a list of relevant policies for GHG emissions mitigation in the agricultural sector.   • The skill-share enhanced the capacity of Kosovo's MESPI and the KEPA in GHG inventory management. Stakeholders have gained valuable knowledge and skills in areas such as GHG inventory methodologies, data collection, and analysis.
  •  A  gap analysis and recommendations for GHG inventory improvements were made, leading to enhanced data quality and verification processes, and a more precise quantification of GHG emissions and removals in the agricultural sector overall.
  • By transferring their expertise and sharing best practices, the experts  helped to bridge knowledge gaps within Kosovo's institutions and empowered local stakeholders with the necessary skills to tackle the challenges associated with GHG inventory management.  This also ensured compliance with international reporting standards.
  • The skill-share provided a comprehensive list of measures which has contributed to the drafting of the National Energy and Climate Plan. The skill-share elevated the topic of GHG inventory improvement to the highest political level, enabling engagement with policymakers and fostering collaboration with other donor. partners
