Strengthening legislation and policy instruments to support Mexico's Climate Change and Energy Goals

This project aims to strengthen Mexico’s climate governance framework to support the achievement of its updated and more ambitious NDC expected in 2025. Building on capacities developed in previous project phases and leveraging the transition to new federal and subnational governments, it will establish a solid foundation for ambitious climate action over the next six years.


At the federal level, the initiative will promote an updated version of the General Law on Climate Change, aligned with the new administration’s priorities. This reform will provide legal certainty for enhanced climate action while ensuring that policies are inclusive and development-oriented. 

At the subnational level, the project will support the development of regulatory frameworks to implement State Climate Change Laws in Hidalgo, Aguascalientes, Baja California, and Campeche. It will also facilitate participatory processes for legislative proposals, including the drafting of a new State Climate Change Law in Colima, updates to existing laws in Guerrero and Campeche, and the development of a Circular Economy Law in Hidalgo.
