Unlocking opportunities for urban railway, transit-oriented development, and land value capture in Kedungsepur Metropolitan Area

Project background:
 
This project was carried out in collaboration with the Ministry of Transportation, the state railway company PT Kereta Api Indonesia (KAI), and the Metropolitan Semarang authorities to unlock financial and delivery barriers for the development of Urban Railway, as well as generate practical learnings which will be scaled to other regions to maximise impact. 
 
Project summary:

This project has supported the advancement of inclusive and sustainable urban transport through the development of a Transit-Oriented Development (TOD) and Land Value Capture (LVC) policy framework, tailored specifically for second-tier cities. A key outcome includes the introduction of the Integrated Transit and Development (ITD) Technical Toolkit in the Joglosemar region, aimed at guiding local governments in planning and implementing integrated urban mobility and development strategies. 

To foster alignment and build capacity among stakeholders, workshops were conducted in Kedungsepur, facilitating dialogue between national agencies, local governments, and other key actors involved in TOD and LVC implementation. These collaborative sessions enabled the co-creation of a Policy Framework, Strategic Guidelines, and Implementation Roadmap for the region, ensuring a cohesive and context-sensitive approach to integrated transport and land use planning.

One of the project’s notable recommendations involves enhancing the public transportation network in the Kedungsepur Metropolitan Area (KMA) by integrating railway infrastructure and services with the existing bus system. This proposal, grounded in the ITD model, is expected to gain support from the Ministry of Transportation, local governments, and PT. KAI, further strengthening the case for TOD-led urban transformation in Indonesia’s growing metropolitan regions. 

Project outcomes:

  • The project has strengthened the capacity of authorities in Greater Medan to plan, finance, and implement inclusive low-carbon transport solutions aligned with national decarbonisation pathways
  • Through targeted capacity-building activities, the project supported the development and application of policy guidelines focused on reducing emissions within the transport sector, laying the groundwork for sustainable and inclusive urban mobility
  • Foundational understanding on TOD/LVC mechanism is expected to unlock railway development second-tier cities
  • An integrated approach to network planning will increase efficiency in urban mobility, promoting a shift from private vehicles to mass transport and carbon emissions reductions
