Project background:
The project has contributed to the Ministry of Transportation’s plans to reduce urban transport carbon emissions by creating Emission Inventory Modeling using Road Transport Decarbonization Tool (RTDP). The tools that were developed have user guidelines and the stakeholders that use this tool have been trained.
Project summary:
Workshops were organised to train civil society and community groups—particularly those representing women and other marginalised populations—equipping them with the knowledge and tools to interpret emissions guidance and contribute to emissions inventories. In parallel, the project supported participatory digital and journey mapping of public transport, cycling, and walking infrastructure across Medan, enhancing the city’s understanding of mobility patterns and infrastructure gaps from a user perspective.
In addition, a national-level workshop brought together key stakeholders from the Ministry of Transport, Ministry of Finance, six subnational governments (including Greater Medan, Bandung, Jakarta, Semarang, Surabaya, and Makassar), civil society, parliamentarians, and marginalised groups. Participants were trained in the use of a prioritisation framework for low-carbon transport investments.
Project outcomes:
The project has strengthened the capacity of authorities in Greater Medan to plan, finance, and implement inclusive low-carbon transport solutions aligned with national decarbonisation pathways. Through targeted capacity-building activities, the project supported the development and application of policy guidelines focused on reducing emissions within the transport sector, laying the groundwork for sustainable and inclusive urban mobility.
The project has also promoted travel behaviour change and road safety measures, specifically along the BRT corridor in Medan, further contributing to sustainable urban transport development.
UK PACT (Partnering for Accelerated Climate Transitions) is a unique capacity-building programme. Jointly governed and funded by the UK Government’s Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ) through the UK's International Climate Finance, it works in partnership with countries with high emissions reduction potential to support them to implement and increase their ambitions for tackling climate change.
