Planning Green Infrastructure: Pre-feasibility study and capacity building for the City-Region Bike Network for Cali, Jamundi, Candelaria, Yumbo, and Palmira

ARUP worked with ProPacífico and the Ministry of Housing, Cities, and Territory to identify strategic projects within the framework of a City-Region plan for Cali and its metropolitan area, which includes the municipalities of Candelaria, Jamundí, Palmira, and Yumbo. According to data collected by the Cali City Hall, over 3 million trips are registered daily between the aforementioned municipalities and Cali.
 
This project aimed to develop a strategy for the conception and promotion of a green bike network for the Cali-Region. It included a participatory process and designs for pop-up interventions, such as street trials, to engage, sensitize, and educate citizens about bike ridership, safety, and alternative modes of transport.   
 
Through a collaborative planning process that included not only the conceptual design, but also local capacity building and the consolidation of an inter-institutional network, the project provided the beneficiaries with a solid first base of information and tools that will allow them to better manage the next phases of the project, especially in a metropolitan context that does not have an official associative figure.

Main results

  • Recommendations were provided for the planning and implementation of bike infrastructure, as well as for reducing emissions through active and alternative mobility. Some of these recommendations—such as institutional and promotional measures—can be adopted in the short term by municipalities and decision-makers.
  • A brochure and a video were designed for the municipalities and stakeholders to used them. These materials played a key role in raising awareness in the short term and guiding the management of subsequent phases in the medium and long term.

  • 87 public servants from five municipalities participated in 12 training sessions, equipping them with the necessary knowledge to formulate, plan, and execute bike infrastructure projects. These sessions helped municipalities gain a deeper understanding of the project’s outcomes and implementation strategies.
