Climate-Resilient, Sustainable and Inclusive Urban Mobility in Erode through Data-Driven Policies and Innovative Financing

Project background:

This project aims to support Erode city in mainstreaming climate resilience into urban mobility planning and governance. By integrating data-driven decision-making, innovative financing, and capacity building, the project aspires to build a sustainable and inclusive mobility system that reduces emissions, enhances accessibility, and fosters long-term climate resilience. The project approach also emphasises the inclusion of vulnerable and marginalised groups through a strong GEDSI (Gender Equality, Disability, and Social Inclusion) lens and seeks to establish a replicable model for other Tier II cities in India.

Project summary:
  •  Stakeholder engagement and planning assessment: Conduct city-wide consultations with government departments, civil society, and communities to assess mobility needs and review urban planning frameworks such as the CMP, MP, and CAP for climate and GEDSI integration
  • Strategic integration and pilot implementation: Embed climate-responsive and GEDSI-focused mobility strategies into planning processes and initiate pilot projects in public transport (PT), non-motorised transport (NMT), and e-mobility
  • Institutional capacity building and finance mobilisation:Support the Erode Municipal Corporation in climate tagging and budgeting, identify suitable climate finance instruments, and strengthen institutional and technical capacity through structured training modules and knowledge sharing
  • Scaling and policy influence: Facilitate the development of mobility-related policies at the state level, engaging key urban and transport agencies to ensure state-wide dissemination and scale-up of successful practices
Our expected outcomes from the project:
  • Baseline and readiness report on Movement of People & Goods (MPG): A comprehensive assessment report integrating climate and GEDSI considerations to evaluate current mobility adequacy, gaps, and future readiness.
  • Climate and GEDSI-focused mobility strategy and policy prioritisation report: A strategic document outlining policy directions, investment areas, and implementation pathways aligned with inclusive, low-carbon mobility goals
  • Climate tagging and financing report: Technical support and recommendations for integrating climate-aligned tagging in Erode Municipal Corporation’s operations and budgeting, along with identification of suitable climate finance instruments for existing and proposed mobility services
  • Pilot project recommendations: Identification and technical detailing of pilot projects targeting improvements in PT, NMT, and e-mobility, with a focus on access, safety, and inclusivity for women, elderly, and persons with disabilities.
  • State-level policy and capacity building framework: A set of policy recommendations and capacity-building modules for state and city-level stakeholders to strengthen governance and technical capacities for sustainable urban mobility
