Aligning Bolivia’s monitoring system and MRV capabilities to access international climate finance

The Bolivian government has identified a need to improve its ability to access streams of international climate finance in order to implement its Nationally Determined Contribution (NDC) and reduce its deforestation.

Specifically, the country's forest monitoring system and safeguards implementation require further streamlining, to allow better access to international climate finance. Subsequently, the Bolivian government requested skill-share support from UK PACT to improve its Monitoring, Reporting and Verification (MRV) and forest monitoring capabilities.

This skill-share identified needs, gaps, and opportunities for supporting Bolivia to align its MRV and safeguarding capabilities with the international standards by delivering two key outputs:

  1. An in-depth scoping study to identify the baseline and establish the status of Bolivia’s forest monitoring system used to monitor deforestation and other land-use change, as well as climate change metrics.

  2. Building upon the information gathered from the findings of the gap assessment, the design of a technical assistance programme for the Bolivian government expected to be financed with international aid funding. This workstream aimed to address the gaps identified and include specific activities related to the Bolivian deforestation reduction strategy, the MRV System, the Safeguards Information System, and Gender Equality and Social Inclusion (GESI).

Aligning with Bolivia’s fight against poverty and the protection of vulnerable groups (women, children, indigenous groups and those living in poverty) as a key priority within its climate planning, GESI considerations were embedded across the skill-share activities. Experts were conscious to consider social and cultural diversity in Bolivia during delivery, including indigenous communities whose livelihoods depend on forests. The analyses related to the Safeguards Information System allowed for a thorough consideration of GESI, and gender balance was maintained across skill-share workshop attendance.

  • Access to climate finance is a critical component in Bolivia’s ability to implement its recently submitted NDC and goals for the Bolivian forestry sector.
  • Bolivia’s ambition is to reduce deforestation to 80% compared to the baseline by 2030 (baseline = 262,178 ha/year, 2016-2020 average).
  • According to the Bolivian NDC 40% of the reduction will be with national effort and the remaining 60% will be conditional on international finance and cooperation.
