Call for Proposals: Climate Policy and Governance

The Brazil-UK PACT Climate Policy and Governance Call for Proposals is closed. The new deadline for submitting proposals was 16 December 2025 at 17:00 (GMT-3) / 20:00 (GMT+1).

The UK government seeks to extend its support to Brazil, therefore we are inviting applicants to submit proposals to strengthen climate governance through technical assistance and capacity-building in support of Brazil’s Climate Plan. 
 
Proposals should strategically engage a group of subnational governments to address the need for stronger alignment between federal priorities and subnational climate strategies. Considering the diversity of institutional capacities and the uneven distribution of mitigation potential, applicants are expected to prioritise a group of subnational governments to work with, which can include states, the Federal District, metropolitan regions, thematic consortia of states, and municipalities. These subnational governments should be selected based on key criteria, including mitigation potential, adaptation synergies (especially considering cities within the Adaptacidades programme) and the onward sustainability of the intervention after completion of the project.  Applicants should include in their proposals the methodology they used to prioritise such group of subnational governments. For further detail on the variables that should be considered when proposing such group of entities, please refer to the ToR, section 7 “Expected Outcome”. 
 
What are we looking for?
This Call for Proposals responds to a demand identified during engagement with the Brazilian government, and the content was developed in consultation with the Ministry of Environment and Climate Change (MMA). 
 
The selected project will provide technical support to the Department of Governance and Coordination of the Ministry of Environment (SMC/MMA) to strengthen federative climate governance and enhance the implementation of Brazil’s Climate Plan. The main goal is to promote strategic alignment between the Climate Plan’s priorities and the climate-related plans, programmes, and instruments at sub-national governments.  
 
This approach recognises that while the federal government defines overarching climate goals and frameworks, subnational governments, as autonomous entities according to the Federal Constitution of 1988, play a pivotal role in delivering tangible results on the ground. 
 
The intervention will identify and develop strategies, instruments, and mechanisms to support four key areas: diagnosis, capacity strengthening for subnational climate action, climate governance, and knowledge management. Below detail of activities, non-exhaustive, to be included carried out throughout the intervention:
 
  • Support the implementation of Brazil’s NDC.
  • Align subnational climate actions with the Federal Government’s Climate Agenda.
  • Enable effective monitoring and evaluation of the Climate Plan.
  • Translate national climate targets into actionable subnational plans, considering Brazil’s federative climate governance architecture (e.g., Interministerial Committee on Climate Change, SISNAMA, Federation Council) and ongoing initiatives such as CHAMP, AdaptaCidades, and the Green Resilient Cities Programme.
  • Address governance, capacity-building, financing, and regulatory challenges at both national and subnational levels, ensuring inclusive approaches that reflect the needs of underrepresented groups. 
  • Map and analyse existing subnational climate policies to assess their alignment with national priorities and targets, including the integration of Gender Equality, Disability, and Social Inclusion (GEDSI) safeguards. 
  • Propose methodologies and tools to harmonise planning, implementation, monitoring, evaluation, and reporting, incorporating socially inclusive indicators, participatory mechanisms, and equity-focused metrics. 
  • Promote vertical and horizontal integration and policy coherence across all levels of government. 
  • Develop shared indicators and communication channels to facilitate coordination and transparency.
  • Design and test mechanisms for the Interfederative Coordination Chamber (under the Interministerial Committee on Climate Change) to systematically contribute to the Climate Plan’s monitoring and evaluation.
  • Develop methodologies to integrate subnational data and perspectives into national climate reports, ensuring that local realities inform national decision-making.

How much should the project cost? 
Up to £1,000,000.
 
How long can each project be? 
The project is expected to start in April 2026 and must be completed by March 2027.
 
What type of activities are we looking to fund? 
All activities should adopt a multilevel integration approach—considering a group of subnational governments—recognising that the Climate Plan’s success depends on how effectively subnationals implement their targeted climate strategies. 
 
Projects will be selected through a one-stage open and competitive call. Each proposal will be assessed independently.
 
Can a consortium apply? 
Yes, we encourage the participation of consortium considering that the project requires multiple types of expertise. Each organisation is permitted to submit only one proposal, and the designated lead organisation must hold a valid Brazilian registration (CNPJ). Refer to the Terms of Reference (ToR) for the complete list of eligibility criteria.
 
What type of organisations can apply? 
We invite organisations with relevant experience delivering projects related to federative climate governance and capacity strengthening for climate action at subnational levels. This could be both local or international NGOs, think-tanks, consultancies, academic institutions, professional associations, or any organisations that have the knowledge, skills and experience to deliver the expected project. Private sector entities and UN agencies are welcomed, and consortiums of two or more organizations are also encouraged to participate. Refer to the Terms of Reference (ToR) for the complete list of eligibility criteria. Government agencies and government departments are not eligible to receive UK PACT funding, either as a lead organisation or partners in a consortium. This includes state-owned enterprises.
 
What types of costs are eligible?  
All projects must be delivered on a not-for-profit basis. Eligible costs will include: 
  • Consultancy and/or staff time required to deliver activities
  • Reasonable travel and subsistence costs
  • Other costs directly related to activities and outputs (workshops, seminars, production of reports, translation etc.).
We cannot award funding for infrastructure, hardware, or for tangible assets.
