Call for Proposals: Nature-based Solutions

The UK Government is looking to extend its UK Partnering for Accelerated Climate Transitions (UK PACT) programme in Kenya with technical assistance and capacity-building projects supporting the Nature-based Solutions sector.  
 
What are we looking for?
The Kenya-UK PACT Country Fund is inviting applications for high-impact, demand-informed projects in the Nature-Based Solutions (NbS) sector. This Call for Proposals aligns with Kenya’s national climate priorities and builds on extensive consultation with government counterparts. 
We are seeking innovative, inclusive, and technically sound proposals that support: 
  • Commercial forestry: Strengthening sustainable commercial forestry across public, private, and community land to enhance carbon sequestration, promote responsible land use, and create green economic opportunities. 
  • Agroforestry: Scaling up smallholder agroforestry and nature-based enterprises to restore degraded landscapes, improve livelihoods, and expand value chains. 
Projects must demonstrate strong alignment with Kenya’s climate goals, integrate Gender Equality, Disability, and Social Inclusion (GEDSI), and show clear pathways to impact. Each project will run for 12 months starting January 2026, with budgets ranging from £400,000 to £650,000, subject to annual caps.

Application specifications

How much should each project cost? 
Each project can request funding between £400,000 and £650,000, with the following annual limits: 
  • Up to £150,000 available for activities delivered between January 2026 and March 2026 (FY2025/26) 
  • Up to £500,000 available for activities delivered between April 2026 and March 2027 (FY2026/27) 
Higher budgets may be considered in exceptional cases, based on the strength of the proposal and value for money. 

How long can each project be?
 
Funding is available for up to 12 months, January 2026 - December 2026. 

What type of activities are we looking to fund? 
This Call for Proposals invites projects in the following two areas: 
  1. Strengthening commercial forestry across all land categories: Projects should aim to scale up sustainable commercial forestry practices to enhance carbon sequestration, reduce deforestation, promote sustainable land use, and stimulate economic growth. Proposals should also support the development of forestry value chains and trade linkages to drive sector-wide growth. 
  2. Scaling up smallholder agroforestry and nature-based enterprises: Projects should focus on building the capacity of smallholder farmers to adopt agroforestry and nature-based enterprises as tools for ecosystem restoration and climate change mitigation. 
Each project area has defined outputs and interventions. Kenya-UK PACT encourages innovative approaches and welcomes proposals that expand on these interventions. Applicants may submit proposals for more than one project area, but each proposal must address only one area and will be evaluated independently. 
Funding will be awarded through a one-stage, open, and competitive selection process. 

Can a consortium apply?
 
Yes, applications from consortia are welcome. Both for-profit and non-profit organisations are eligible to serve as the lead Implementing Partner. However, all projects must be delivered on a not-for-profit basis. We strongly encourage consortia to include at least one local partner to ensure relevance and impact. 

What type of organisations can apply? 
 
We invite applications from organisations with relevant experience in delivering technical assistance and capacity-building projects in nature-based solutions, including areas such as climate policy, governance, sustainable land use, and ecosystem restoration. This includes think tanks, consultancies, academic institutions, community organisations, NGOs, professional associations, and other similar entities with the expertise required to implement eligible projects. 
Government agencies, government departments, and state-owned enterprises are not eligible to receive UK PACT funding, either as lead applicants or consortium partners. 
In line with UK PACT’s commitment to localisation and inclusive delivery, additional consideration will be given to consortia that include local organisations, women-owned entities, youth-owned entities, and entities owned by persons with disabilities. 

What types of costs are eligible? 
 
All projects must be delivered on a not-for-profit basis
Eligible costs may include:
  • Consultancy and/or staff time required to deliver project activities; 
  • Reasonable travel and subsistence expenses;
  • Direct activity-related costs such as workshops, seminars, report production, translation, and similar outputs.
Ineligible costs include infrastructure, hardware, or the purchase of tangible assets.
